I created a quiz, I think in Classic Canvas, and created question groups. I thought these would automatically register as question banks, under "question banks" but they did not. How do I import question groups from my quiz into question banks without having to retype them?

Question groups in Classic Quizzes only exist within the quiz in which they've been created and serve a specific purpose within that quiz; they do not persist outside of that quiz. However, the questions you've created in the quiz will populate an Unfiled Questions question bank.

Give me some time. I am working the same issue.
I have over 1500 questions that I am trying to import and I am fairly tech savy.
If I come up with a solution, I will post it here.
Did you find a solution to import questions into question groups?
I would love to import questions into question banks and still have into been able to figure it out.

I am so sorry. I have not come up with a viable/easy solution that does not involve some sort of coding.
My goal is to make it something simpler that even a new teacher would be able to utilize.
I promise, the moment I get this figured out, I will post it here.
Here is the solution that I have found.
Click the Import button [1]. A progress indicator displays the upload status by percentage [2].
When the course has completed, view your quizzes by accessing the Quizzes page in Course Navigation.

Thank you so much for this @yolanda_eaves -- this is exactly what we needed and I appreciate you taking the time to share your method so we could get this done!
When I followed this procedure, I was not able to create a new question bank when importing the QTI file. Instead, it imported the file as both a quiz and a question bank with both having the same name. It doesn't look like you can create a new bank nor add the questions to an existing bank from the Import screen. Anyone else have this issue?

Your response is confusing. The directions provided are for creating a question bank from an existing quiz. Your response indicates that you got both a quiz and a question bank with the same name which tells me that the process did work in creating a question bank from an existing quiz. The original quiz will not dissappear. You can always delete it, however.
You can change the name of the question bank. You can move the questions in the question bank to other question banks. You can create a new question bank and move those questions to that. The main intent of these directions was to initially get them in a question bank. All other modifications can be done after that.
Below, I pointed out resources that you may find helpful from Canvas Support for modifying question banks once you have created them. In New Quizzes, it is called item bank instead of question bank.
