Delayed announcements post immediately if created in safari and include a link to a file in the rce

Description

"Delay Posting" is not recognized when course files are added via Insert > Link > Course Links in Safari 13.1.2+

Expected Behavior

Instead it should keep the announcement locked until the unlock date.

Workaround

Use Insert > Document > Course Documents instead, or use Chrome or Firefox.

Steps to Reproduce

• In Safari, create a new announcement with some dummy text
• Link the text to a file using Insert > Link > Course Links > Files
• Set the Delay Posting option to some point in the future
• Save the announcement and see it posted immediately
