Courses do not appear in direct share dropdown menus if the term's "Term Runs from" dates or course end date are in the past. Term dates trump course dates and course dates trump section dates, with or without any participation settings enabled.
This affects "Copy To..." dropdown menus and Import dropdown menus (for teachers using the Received Content page after content was shared using the "Send To..." feature).

Teachers should be able to migrate content to courses where their enrollments are active, regardless of term dates or course dates, and soft-concluded status.
| Steps to Reproduce |

Prerequisites:
- Course 1 with assignments
- Course 2 with an end date in the past, that isn't soft or hard concluded
- A teacher enrolled in both courses
- In Course 1, select the "Copy To..." option for an assignment
- Notice Course 2 doesn't appear on the list by default or by searching its name
