We are getting accounts set up who just create a eportfolio and then post spam. How ca I disable the ePortfolio tool?

I am a part of multiple Canvas instances (as both a student and an instructor/admin). Is there a way to connect multiple instances of Canvas to Folio so I can bring over assignments from multiple places into one portfolio? 

Students may be able to download their e-portfolio, but what does a cadet do with their file on a thumb-drive? Is there a platform that they can upload it to so that they can manage it themselves (without Canvas)?
