[OPEN] Changes to Inherited Developer Keys reverts changes made to the tool install in accounts

Description
When an admin installs a tool using an inherited developer key and subsequently modifies the account configuration of the tool, these alterations will revert upon any modification of the key. Changes to the keys can occur either through requests from partners or as a result of modifications to any component by Instructure. The most recent example of this occurring was on November 5, 2024 and impacted all inherited keys as it was due to an underlying back-end change to the developer key system.
Expected Behavior
Alterations to tools will not revert upon modification of the key.
Workaround
Create a key at the account level with the configurations specified by the admin for the tool.
